the availability of backup power supply from its Brazeau power plant, Alberta's largest hydroelectric dam, according to the province's electricity market monitor. The utility company broke grid operator rules in selling so-called spinning reserve from the Brazeau dam that failed to provide the required frequency response over thousands of hours in 2021 and 2022, according to documents from Alberta's Market Surveillance Administrator (MSA). Spinning reserves are a critical form of backup power supply that can be quickly ramped up to prevent electricity disruptions and shortages on the power grid. The Brazeau dam had been operating with a disabled or inadequate governor controlling the plant's output at times when TransAlta's energy traders had been selling its backup capacity onto power markets, according to the MSA. “This issue was the result of an inadvertent and unintentional technical error related to settings on the turbine's digital governor,” the company said in an email
