A Japanese official familiar with the talks cautioned that the situation is "quite fragile," as Tokyo is concerned that China could retaliate by blocking exports of critical minerals - particularly gallium and graphite. China is said to have made such threats to Tokyo and Japanese companies. Prices of these minerals are already high, and Japanese companies have raised concerns that further price increases would make Japanese products less competitive. U.S. and Japanese officials have discussed how to limit the impact of any retaliation from China. White House officials have been in talks with Japan and the Netherlands for months to push them to impose curbs on Chinese exports that complement U.S. restrictions. This would shield Japanese and Dutch companies from the U.S. "foreign direct product rule."
