Would it matter if the city's credit slipped a bit? — Taxed Concerns. Dear Taxed, Last time I needed some funds — buying a car, always a favorite task — having good credit was the "answer" to keeping payments low. So, the same is true of the city. The city bonds for all kinds of things, but basically it's capital projects, some construction or renovation that will benefit the city longterm. For example, on Tuesday, June 17, the city council issued $11.4 million in bonds for the energy transition project expansion to include the Rochester Public Library and Mayo Civic Center complex. During the City Council meeting, the consultant on the project noted how the city's AAA rating provided the opportunity for an interest rate at slightly less than 5%, which was below what was projected going into sale. In fact, the consultant noted that, outside of the Twin Cities, Rochester is the only Minnesota city with a AAA bond rating. Since the city got its first bond rating in 1977, R
