Instead, the proposed 2024-25 budget relies heavily on a grant from the N.C. General Assembly to cover the anticipated $1.4 million in property tax losses following the Pactiv Evergreen mill closure. That's a fund source with a fairly short life span. The state grant totaled $4 million. This year's budget uses $1.4 million, the exact amount of the expected revenue loss from paper mill, leaving the town with some wiggle room in its budget for not quite two more years. The town's $9.7 million general fund budget will be supported by a tax rate that will remain steady at 54 cents per $100 of property value. The loss of mill revenue has set the town back 12 years, Tax Collector Wanda Lurvey reminded the board, something Mayor Zeb Smathers said wipes out all the progress the board has made since it has been elected.
