Democratic presidential nominee Kamala Harris unveiled a plan this week to try to crack down on the practice, though she would face a difficult road to passing and implementing a bill. The term has different meaning to different people, and the majority of states already have laws that forbid price gouging in emergencies, such as natural disasters.
