The balloon-like plastic tanks, called Water Trees, were developed by a company as an energy solution. Now the engineer and his colleagues are proposing to install the onion-shaped reservoirs across Southern California as a solution to reduce fire risks. When wind-driven flames raged through Pacific Palisades, Marco Terruzzin and his family were not at home.
