Capital has downgraded school bus maker Blue Bird Corporation ( NASDAQ: BLBD ) to Neutral from Buy, driving shares down as much as 4% in premarket trading. Last month, the EPA said it would provide $965M in additional funding to make school buses that reduce pollution and “enhance student and community health.” This fourth round of funding adds to the already $3B awarded by the EPA as part of its landmark Clean School Bus Rebate Program to replace diesel school buses with electric and low emission buses. But Roth analyst Craig Irwin thinks it's unlikely the EPA can “efficiently” release the funding and that issues at the agency around funding disbursement will be resolved anytime soon. Irwin believes in the management of Blue Bird ( BLBD ) CEO Phil Horlock, but “turbulence in leadership at Blue Bird does not build confidence,” he says, contributing to his decision to move to the sidelines with a Neutral rating.
