While noting the weak balance sheet and unique regulatory risks, Jefferies analyst Julien Dumoulin-Smith sees TXNM's ( TXNM ) 14% discount to peers on 2027 earnings as attractive, adding that rate case progress can serve as a catalyst. The analyst says the PNM general rate case is in focus and the primary driver of his forecasts and investor perceptions, adding that since the latest set of unfavorable rulings, a new three-member commission is participating in the current rate case. Dumoulin-Smith also initiates coverage of Atmos Energy ( NYSE: ATO ) with a Hold rating and $155 PT, seeing the balance sheet as best in class across peers, but with some ratings risk of a downgrade to an A2 rating as FFO/debt trends towards 20%-23%, below Moody's 23% downgrade threshold.
